The top 3 public golf courses in Costa Rica are in very far apart and vary a lot in the type of course they are. My top three courses are Hacienda Pinilla, Marriott Los Suenos and Los Delfines.

Marriott Los Suenos

This resort course is located just outside Jaco in the mid-pacific coast of Costa Rica. It is convenient to San Jose and Manuel Antonio - just an hour away. This is your perfect option for the golfer that is looking to do many other activities during their Costa Rica vacation - Los Suenos boasts one the country's best marinas and sportfishing spots - plus it is close to plenty of eco-tourism options like park hike, canopy tours, whitewater rafting.

Los Delfines

This course is located in the Nicoya Peninsula in the town of Tambor. Even though it is a 9 hole course, this is an amazing course that has perfect fairways and greens. Tambor is located near the beach, sun meccas of Montezuma and Malpais - life is slower here and they are an excellent option for a relaxing vacation.

The Los Delfines course itself is a compact tight course that expects you to hit straight drives and fine tuned approach shots. An awesome part of this course is not exactly golf related - there are over 100 macaws that make this course home. They are easy to spot in most trees and provide amazing colors.

Hacienda Pinilla

This resort course is located near the town of Tamarindo and it is very diferent to the other public courses I have listed. It is in Guanacaste and enjoys the dry climate that is part of this area. Pinilla vegetation is the dry rainforest.
